Criminal Behaviour Order (CBO) issued to Wirral teenager

Working in partnership with Wirral Anti-Social Behaviour Team, we are welcoming a Two-Year Criminal Behaviour Order (CBO) in relation to Wirral teenager Joel Bowden.

Action was taken against Bowden when his on-going anti-social behaviour was brought to the attention of Merseyside Police and Wirral Anti-Social Behaviour Team by members of the public and business owners in and around New Ferry.

The order was issued at Liverpool Youth Court earlier this month and expires on 7 June 2024. 

Under the terms of the order, Bowden, 17, must not:

1. Ride any bicycle on any pavement or ride any bicycle in a reckless or a dangerous manner.

2. Ride on any two or four wheeled motorcycle in a public place unless the holder of a driving licence to do so and the vehicle is insured.

3. Use any threatening, abusive, foul, or insulting words or behaviour, likely to cause harassment, alarm or distress or fear to any person, or to threaten violence and behave in a disorderly manner towards members of the public anywhere within the Metropolitan Borough of Wirral.

4. Remain in any shop or business premises located within the Metropolitan Borough of Wirral when asked to leave by a member of staff working in that business.

Wirral Local Policing Chief Inspector Tom Welch welcomed the order, saying: “This order will I’m sure be great news for residents in the New Ferry area, some of whom have been plagued by the behaviour of Bowden. This is an excellent example of police, our partners and our community working together to tackle anti-social behaviour. People need to understand if they make people's lives a misery through anti-social behaviour, we will use the full force of the law to deal with them.  
 
“Criminal Behaviour Orders continue to be an extremely effective tool and our successful application for the CBO in this case shows our commitment to dealing robustly with repeat offenders who have a negative impact on the community. Should Bowden breach the conditions of this order, he will be arrested, returned to court and subject to further action. Be assured any similar reports in Wirral will be dealt with as robustly.”
