Man charged with terrorism offences

CTPNW investigation sees 19-year-old man from Merseyside charged with terrorism offences

Jacob Graham (DOB: 22.1.2004) of Outer Forum, Liverpool has been charged with:

  • Two counts of preparation for acts of terrorism, contrary to Section 5 of the Terrorism Act 2006
  • Two counts of dissemination of terrorist publications, contrary to Section 2 of the Terrorism Act 2006
  • Four counts of possession of material likely to be useful to a terrorist, contrary to Section 58 of the Terrorism Act 2000

He has been remanded to appear before Westminster Magistrates tomorrow (Friday 2 June 2023).

The investigation remains ongoing.

If you see or hear something unusual or suspicious, trust your instincts and ACT (Action Counters Terrorism) by reporting possible terrorist activity in confidence.

Chief Superintendent Zoe Thornton, said: “I understand that the serious natures of the charges today may cause concern for people living in nearby communities and would like to thank them for their understanding and would like to take this opportunity to reassure them.

“The safety of the public is paramount and the charges today are the result of an extensive operation by Counter Terrorism Policing North West (CTPNW), working together with Merseyside Police.

“The investigation is ongoing and it would be inappropriate for me to comment so that we don’t prejudice future proceedings.

“What I can say is that Merseyside Police is working very closely with community groups, community leaders, partner agencies and individuals to make sure any concerns are addressed and that we will provide the best possible service to local people.

“Over the coming days and weeks we will be continuing to work with the communities in the area to address any concerns they may have. We always need the public’s help to defeat terrorism by being extra vigilant and letting us know of any suspicious behaviour or activity and the charges today demonstrate that commitment from UK law enforcement to keeping our communities safe.”
