Officers attended the scene and following inquiries a 29-year-old man and a 30-year-old woman, both from Liverpool, were arrested on suspicion of section 18 wounding with intent. The male was also arrested on suspicion of assault. They both remain in police custody.
A cordon remains in place at the scene as officers carry out the initial stages of the investigation, which will include forensic, CCTV and house-to-house inquiries.
Detective Inspector Ben Wayment said: “This was a nasty assault that has left a man in hospital with a serious facial injury. We are in the very early stages of the investigation as we seek to establish the circumstances of what happened.
“Although we have made two arrests, we are still appealing for information. We are keen to speak to anyone who was in the area at the time and witnessed the incident to please get in touch to help our investigation.
“Also, if you live on Upper Parliament Street or nearby, please check your CCTV or doorbell footage to see if you captured anything that could assist.
