Above L-R Justin Sebastian and Alexander Nrarashe
We have welcomed the sentencing of two Liverpool men to a total of 14 years for being concerned in the supply of Class A drugs.
Justin Sebastian and Alexander Nyarashe, both 24, and both formerly from the L7 area, were convicted of running / controlling a ‘high harm’ county line into Chester, from the L7 area named the “JJ” line.
This line was responsible for supplying crack cocaine and heroin into Chester between January 2024 and June 2024.
On 22 February 2024 Sebastian made off from Merseyside Police officers in the L7 area, discarding two mobile phones. These phones were later digitally forensically linked to him, one of which was identified as the “JJ” graft line into Chester and the second was a further drug supply phone dealing cannabis and cocaine in the L7 area.
Sebastian was later identified as the controller of the JJ graft device(s) and was arrested and remanded into custody. Despite this, the JJ line continued to operate in Chester under the direction of Nyarashe.
In June 2024 officers conducted a warrant at Nyarashe’s home address, whereby he was not present but his ‘personal’ mobile device was seized and later downloaded.
This identified that Nyarashe was still receiving instructions from Sebastian whom was still overseeing the line despite being in prison.
On 1 July 2024 Nyarashe was located and arrested in an address in Liverpool, whereby quantities of heroin and crack cocaine were also seized.
Sebastian was convicted of four counts of being concerned in the supply of Class A and B drugs (crack, heroin, cocaine and cannabis) and was jailed for a total of nine years.
Nyarashe was convicted of two counts of being concerned in the supply of Class A drugs (crack and heroin) and possession with intent to supply Class A drugs (crack and heroin). He was jailed for a total of five years.
The charges came under Operation Toxic which is part of Project Medusa - a Merseyside-led initiative set up to tackle suspected County Lines drug dealing and child criminal exploitation across the country.
Detective Inspector Gary Stratton said: “County Lines gangs have no regard for the young, vulnerable people they coerce in to running drugs across the country, often with threats of violence and intimidation.
“Merseyside Police leads nationally on the response to County Lines through Project Medusa and we will relentlessly target those crime groups who cowardly exploit vulnerable people in our communities.
"We know the devastation that drugs cause and Merseyside Police remains relentless in our pursuit of these criminals and ending their drugs trade.”
