A 35-year-old woman has now been charged after a video was circulated on social media of two people having sex in Concert Square.
Kelly Cousins, 35, of Merton Street, Bootle, has been questioned by police and charged with outraging public decency.
She was bailed with conditions not to enter Liverpool City Centre and will appear at Liverpool Magistrates Court on Tuesday 20 September at 1.45pm.
Enquiries remain ongoing to identify the male in the video and anyone with any further information is asked to get in touch.
