The Police Race Action Plan released by the National Police Chiefs’ Council (NPCC) and the College of Policing sets out the commitment of Chief Constables in England and Wales to become an anti-racist police service, address significantly lower levels of trust and confidence among some Black people and explain or reform race disparities.
The plan, which launched in May, is currently open to independent scrutiny from the public, police officers and staff and other stakeholders, who are invited to share their views in a survey that is live until 28 August 2022. The survey can be accessed here.
All feedback will be considered before the plan is finalised in December 2022.

Chief Constable Serena Kennedy said:
“The Police Race Action Plan sets out the actions we will take to positively change Black people’s experiences of policing and ensure Merseyside Police is an anti-racist police force trusted and supported by Black people.
We will do this by building on the progress we have made over recent years, and we will do everything within our power to earn the trust and respect of all our communities by ensuring we don’t exacerbate existing social disadvantage and that we are proactive in tackling discrimination and inequalities where they exist.
We know we need to keep doing more and constantly review and assess the way we work. We also need to continue to work with and actively listen to the lived experience of our stakeholders and communities, and our officers and staff, so we can intentionally drive ongoing, lasting change.
A survey is currently running until 28 August which gives stakeholders, members of the public and other organisations the chance to contribute their views to help shape the Police Race Action Plan and its ongoing implementation."
