Force strategy for 2023/2024
We think it’s important for the people we serve in Merseyside to know what our objectives are as a force, and the commitments we’re making to them.
We review each year to make sure that we’re delivering what we’ve committed to, and to see if anything needs to be changed or reviewed.
What have we committed to doing?
- Set up a missing persons’ prevention team to reduce how often and how long people go missing for
- Launch a crime prevention app and handbook so the public can get expert, up-to-date advice
- Achieve a long-term drop in antisocial behaviour by identifying hotspot areas and repeat offenders for targeted intervention
- Improve information sharing between ourselves and other agencies to identify vulnerable people
- Safeguard those people identified as vulnerable and target the ones who aim to exploit them
- Train all frontline staff and officers in trauma informed practice
- Set up a ‘homicide prevention learning panel’ to find out what drives serious violence so we can prevent it

What have we committed to doing?
- Start a digital image database exploring facial recognition technology to enable more identification and detection
- Invest in a ‘digital archive solution’ that means investigators can identify key evidence more quickly
- Allocate 160 detectives to the Investigation and Protecting Vulnerable People strand
- Adopt a best practice, evidence-based process for the policing response to rape and sexual offences
- Improve our crime outcome rates
- Develop a new, more efficient way of working so that the criminal justice process is quicker
- Improve investigation quality standards in line with the victim code of practice
- Establish new teams headed up by Detective Chief Inspectors to give more leadership to teams including the Sex Offenders Unit and Child Criminal and Sexual Exploitation Team
