Policing is about people. By focusing on how we interact with people inside and outside of the organisation, we will improve our overall service to the public.
Merseyside Police have developed a ‘Leadership and Me’ framework, which aims to enhance our Community First commitment by Preventing Crime, Protecting People and Pursuing Offenders.
Using a Problem Oriented Policing (POP) approach, we will address issues within our communities and deliver a tailored cost-effective response to provide sustainable solutions. We will ensure a consistent problem-solving structure is embedded throughout the organisation, providing support, guidance, tools and systems to provide consistency in our response to community priorities.
Officers and staff will have access to analytical tool kits and additional support to enable them to identify emerging crime and incident patterns. They will also have the support of dedicated Problem Oriented Policing advisers to help them better understand the root causes of the problem and provide appropriate responses.
We will evaluate the impact of interventions, including the cost benefit, to ensure the learning is captured and in doing so, provide a repository of knowledge for all staff and officers to improve their responses. We will build on what they already know and use research to create an evidence base to support effective problem-solving.
We will enhance partnerships within our community and other agencies, protect the rights of victims and engage community-led policing to reduce offending and associated harms. Our aspiration is to move beyond single service practice to a “whole force” approach, with multi agency teams to tackle issues.
Research has identified that approximately 80% of calls to the police are not directly about crime with many of these caused by complex social needs or vulnerability. Often, socioeconomic, cultural and environmental conditions may not be for policing to tackle directly. However, many police officers and staff already have experience of influencing action collectively with other partners through existing local partnerships. We understand the importance of harnessing the expertise of the right partner to tackle a problem and value the specialist knowledge and skills that 3rd sector agencies can bring to preventing harm.
Prevention recognises that simultaneous interventions from different agencies might be counter-productive and will seek to develop strong collaborative approaches with both statutory and non-statutory partners, so the right agency intervenes at the right time to improve life chances for everyone in Merseyside.
